I don't think "blind hope" is a fixed expression, just a phrase that is based on "blind faith" (it may even have been a mistake but it's understandable anyway.) "Blind faith" just means faith with no basis except, well, faith. So "blind hope" would be hope without supporting evidence that it is hope well based.
